Ravajos, welcome to the site. The DAT files can only be opened from the PSP while playing the game. However, on the same page (http://www.psxpspmanuals.com/read.php?2,54) as the DAT file I have also uploaded a zip with the pictures used to create the DAT file. Those you should be able to open and view on your computer.
